PTU Area D4, corresponds to the State of Quald and the Realm of Dlauq in the Handorian States System Higher Earth and in the Rodnah Ierarkordo Lower Earth’s level of unary division respectively.

PTU Area D4 includes the European territories of three sovereign states (Spain, Portugal, Andorra), and a British overseas territory (Gibraltar).

The Provisional Order Primary Jurisdiction for PTU Area D4 is represented by two territories: Espanie Jambhe Pradesia (Spain) and Portugie Asmake Providia (Portugal). Espanie Jambhe Pradesia is operated by the Espanie Nepiete Sinfaile Pralodia, or Gran Cofradia de España), which is directed by the Viri Exelenturime Espanie Venerande Pracaria Svama (Gran Maestro Venerable de España), and supervised by the Viri Exele Espanie Acaria Prasada and the Viri Eminerime Espanie Pravardava, who jointly constitute the Gran Guardia de España.  Espanie Jambhe Pradesia is divided in seven districts, while the Espanie Nepiete Sinfaile Pralodia consists of six societies: Andalusie (Andalusia), Aragone (Aragona), Kantabrie (Cantabria), Galisie (Galicia), Madride (Madrid), Valensie (Valencia), and one Grand General Society, i.e. Barselone (Catalonia). Portugie Asmake Providia is operated by the Portugie Neinve Prasamaya, or Irmandade Portuguesa, which is directed by the Viri Eminerime Portugie Pujaniye Up Acaria. It consists of one district, with one society: Lisboe (Lisbon), which also exercises supervising functions through the Portugie Neinve Prasamaye Sekrava Jenera.

Spain is divided into 17 autonomous communities (comunidades autonomas) and further divided into 50 provinces (provincias). In turn, provinces are composed of municipalities (municipios). Some autonomous communities are also divided into comarcas, which is generally a level of division in-between the province and the municipalities. In certain autonomous communities or provinces, comarcas are regulated by law and are clearly defined, while in some other their legal status is not very formal and they correspond to natural, agricultural or tourist areas. Provinces are named after their principal town with some exceptions (Araba/Álava, Asturias, Bizkaia/Vizcaya, Cantabria, Gipuzkoa/Gipúzcoa, Illes Balears/Islas Baleares, La Rioja, Nafarroa/Navarra). There are only two cities that are capitals of autonomous communities without being capitals of provinces: Mérida in Extremadura and Santiago de Compostela in Galicia. Seven autonomous communities (Asturias, Balearic Islands, Cantabria, La Rioja, Madrid, Murcia, Navarra) are composed of only one province.

Spain and all its autonomous communities and provinces are included in 11 PTU Regions. Extremadura, Madrid, Andalusia, Castilla La Mancha, Canary Islands, Catalonia and Balearic Islands have their own PTU Region, while other PTU Regions are formed by two or more autonomous communities.

Ceuta (ES-CE) and Melilla (ES-ML), Spanish autonomous cities on the North African side of the Strait of Gibraltar belong to Africa (Continent E – Pozhad) and are not considered as part of Europe.

Madrid, the capital of Spain, is one of the few capitals truly located in the geographical centre of a country. The Puerta del Sol, “Gate of the Sun”, (40°25’1.25″N;   3°42’12.61″W) traditionally constitutes the centre and Km 0 of the radial network of Spanish roads.

GIBRALTAR

Gibraltar is a self-governing British overseas territory on the southern end of the Iberian Peninsula). It is under the sovereignity of the United Kingdom, yet not part of the United Kingdom itself. Gibraltar has no administrative division, though it is divided into seven Major Residential Areas, further divided into Enumeration Areas, for statistical purposes. Gibraltar is part of PTU Region D4-2 and has its own Province (D4-2-4).

Madrid, the capital of Spain, is one of the few capitals truly located in the geographical centre of a country. The Puerta del Sol, “Gate of the Sun”, (40°25’1.25″N;   3°42’12.61″W) traditionally constitutes the centre and Km 0 of the radial network of Spanish roads. The area also contains the clock whose bells mark the shift of the year and were the eating of the Twelve Grapes takes place. This involves eating a grape with each bell strike at midnight on 31 December, with each grape being eaten with each beat of the bell.
